PURPOSE: THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM PROVIDES ANNUAL GRANTS ON A FORMULA BASIS TO STATES, CITIES, AND COUNTIES TO DEVELOP VIABLE URBAN COMMUNITIES BY PROVIDING DECENT HOUSING AND A SUITABLE LIVING ENVIRONMENT, AND BY EXPANDING ECONOMIC OPPORTUNITIES, PRINCIPALLY FOR LOW- AND MODERATE-INCOME PERSONS. THE PROGRAM IS AUTHORIZED UNDER TITLE 1 OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, PUBLIC LAW 93-383, AS AMENDED 42 U.S.C. 5301 ET SEQ. THE CDBG PROGRAM COVERS FOUR DISTINCT PROGRAMS, EACH WITH THEIR OWN SET OF GOVERNING REGULATIONS: CDBG ENTITLEMENT, CDBG NON-ENTITLED COUNTIES IN HAWAII, CDBG INSULAR AREAS, AND STATE CDBG. IN THE CDBG ENTITLEMENT PROGRAM, HUD AWARDS GRANTS TO ENTITLEMENT COMMUNITY GRANTEES TO CARRY OUT A WIDE RANGE OF COMMUNITY DEVELOPMENT ACTIVITIES. ENTITLEMENT COMMUNITIES DEVELOP THEIR OWN PROGRAMS AND FUNDING PRIORITIES. IN THE CDBG NON-ENTITLED COUNTIES IN HAWAII PROGRAM, THREE COUNTIES QUALIFY: HAWAII, KAUAI, AND MAUI. THE FY 2004 APPROPRIATIONS ACT REQUIRED THE GOVERNOR OF HAWAII TO DECIDE IF THE STATE WISHED TO PARTICIPATE IN THE STATE CDBG PROGRAM BY JULY 31, 2004. THE STATE MADE THE DECISION NOT TO PARTICIPATE IN THE PROGRAM. AS A RESULT OF THIS DECISION HUD'S HONOLULU FIELD OFFICE ADMINISTERS THE NON-ENTITLED GRANTS IN HAWAII. FUNDS ARE ALLOCATED USING A FORMULA BASED ON POPULATION, POVERTY, AND HOUSING OVERCROWDING, WITH THE POVERTY FACTOR CARRYING A DOUBLE WEIGHT. FOR THE CDBG INSULAR AREAS PROGRAM, HUD ANNUALLY ALLOCATES CDBG GRANTS TO FOUR DESIGNATED AREAS: AMERICAN SAMOA; GUAM; NORTHERN MARIANA ISLANDS; AND THE U.S. VIRGIN ISLANDS. THE FUNDS ARE ALLOCATED IN PROPORTION TO THE POPULATIONS OF THE ELIGIBLE TERRITORIES. THE PROGRAM IS ADMINISTERED BY HUD'S FIELD OFFICES IN PUERTO RICO AND HAWAII. UNDER THE STATE CDBG PROGRAM, STATES PASS THROUGH CDBG GRANTS TO UNITS OF GENERAL LOCAL GOVERNMENT. ANNUALLY, EACH STATE DEVELOPS FUNDING PRIORITIES AND CRITERIA FOR SELECTING PROJECTS. SINCE STATES ARE IN THE BEST POSITION TO KNOW, AND TO RESPOND TO, THE NEEDS OF LOCAL GOVERNMENTS, CONGRESS AMENDED THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 (HCD ACT) IN 1981 TO GIVE EACH STATE THE OPPORTUNITY TO ADMINISTER CDBG FUNDS FOR NON-ENTITLEMENT AREAS. NON-ENTITLEMENT AREAS INCLUDE THOSE UNITS OF GENERAL LOCAL GOVERNMENT WHICH DO NOT RECEIVE CDBG FUNDS DIRECTLY FROM HUD. GENERALLY, NON-ENTITLEMENT AREAS ARE CITIES WITH POPULATIONS OF LESS THAN 50,000 (EXCEPT CITIES THAT ARE DESIGNATED PRINCIPAL CITIES OF METROPOLITAN STATISTICAL AREAS), AND COUNTIES WITH POPULATIONS OF LESS THAN 200,000. CURRENT CDBG AWARDS AND ALLOCATIONS ARE INCLUDED IN THIS LIST OF HUD COMMUNITY PLANNING AND DEVELOPMENT (CPD) AWARDS AND ALLOCATIONS LOCATED AT: HTTPS://WWW.HUDEXCHANGE.INFO/GRANTEES/ALLOCATIONS-AWARDS/; ACTIVITIES TO BE PERFORMED: CDBG FUNDS MAY BE USED FOR ACTIVITIES WHICH INCLUDE, BUT ARE NOT LIMITED TO: ACQUISITION OF REAL PROPERTY; RELOCATION AND DEMOLITION; REHABILITATION OF RESIDENTIAL AND NON-RESIDENTIAL STRUCTURES; CONSTRUCTION OF PUBLIC FACILITIES AND IMPROVEMENTS, SUCH AS WATER AND SEWER FACILITIES, STREETS, NEIGHBORHOOD CENTERS, AND THE CONVERSION OF SCHOOL BUILDINGS FOR ELIGIBLE PURPOSES; PUBLIC SERVICES, WITHIN CERTAIN LIMITS; ACTIVITIES RELATING TO ENERGY CONSERVATION AND RENEWABLE ENERGY RESOURCES; PROVISION OF ASSISTANCE TO PROFIT-MOTIVATED BUSINESSES TO CARRY OUT ECONOMIC DEVELOPMENT AND JOB CREATION/RETENTION ACTIVITIES. EACH ACTIVITY MUST MEET ONE OF THE FOLLOWING NATIONAL OBJECTIVES FOR THE PROGRAM: BENEFIT LOW- AND MODERATE-INCOME PERSONS, PREVENTION OR ELIMINATION OF SLUMS OR BLIGHT, OR ADDRESS COMMUNITY DEVELOPMENT NEEDS HAVING A PARTICULAR URGENCY BECAUSE EXISTING CONDITIONS POSE A SERIOUS AND IMMEDIATE THREAT TO THE HEALTH OR WELFARE OF THE COMMUNITY FOR WHICH OTHER FUNDING IS NOT AVAILABLE. GENERALLY, THE FOLLOWING TYPES OF ACTIVITIES ARE INELIGIBLE: ACQUISITION, CONSTRUCTION, OR RECONSTRUCTION OF BUILDINGS FOR THE GENERAL CONDUCT OF GOVERNMENT; POLITICAL ACTIVITIES; CERTAIN INCOME PAYMENTS; CONSTRUCTION OF NEW HOUSING (WITH SOME EXCEPTIONS). THE I-16 RAMP REMOVAL PROJECT, WHICH PROPOSES TO REMOVE THE FLYOVER EXIT RAMP OVER MARTIN LUTHER KING, JR. (MLK, JR.) BOULEVARD TO MONTGOMERY STREET AND THE ASSOCIATED ADJACENT RAMPS. REMOVING THE EXIT RAMPS WILL RECONNECT THE ONCE HISTORIC GRID STREET NETWORK WITH NEW CONNECTIONS AND PROVIDE ACCESS FOR NEIGHBORING COMMUNITIES TO DOWNTOWN, THE CANAL DISTRICT AND THE NEW ARENA. THIS AGREEMENT WILL PROVIDE FUNDING UNDER THE INFRASTRUCTURE INVESTMENT AND JOBS ACT (IIJA) FOR THE CITY OF SAVANNAH TO CAPITALIZE A REVOLVING LOAN FUND AS AUTHORIZED BY COMPREHENSIVE ENVIRONMENTAL RESPONSE COMPENSATION LIABILITY ACT 104(K)(3) IN SAVANNAH.ACTIVITIES:SPECIFICALLY, THIS AGREEMENT WILL PROVIDE FUNDING FOR THE RECIPIENT TO CAPITALIZE A REVOLVING LOAN FUND FROM WHICH TO MAKE LOANS AND SUBGRANTS TO CLEAN UP BROWNFIELD SITE(S) AND CONDUCT OTHER NECESSARY ACTIVITIES TO PRUDENTLY MANAGE THE REVOLVING LOAN FUND. ADDITIONALLY, THE RECIPIENT WILL COMPETITIVELY PROCURE (AS NEEDED) AND DIRECT A QUALIFIED ENVIRONMENTAL PROFESSIONAL TO OVERSEE THE ENVIRONMENTAL SITE ACTIVITIES, WILL CREATE A COMMUNITY INVOLVEMENT PLAN AND ADMINISTRATIVE RECORD FOR EACH SITE THAT IS REMEDIATED, AND WILL REPORT ON PROGRAM INCOME, INTERIM PROGRESS, AND FINAL ACCOMPLISHMENTS BY COMPLETING AND SUBMITTING RELEVANT PORTIONS OF THE PROPERTY PROFILE FORM AND BROWNFIELDS REVOLVING LOAN FUND FORM USING EPA'S ASSESSMENT, CLEANUP AND REDEVELOPMENT EXCHANGE SYSTEM (ACRES). DESCRIPTION:THIS ACTION APPROVES AN AWARD IN THE AMOUNT OF $1,000,000 TO THE CITY OF SAVANNAH IN SUPPORT OF THE INFLATION REDUCTION ACT (IRA). SPECIFICALLY, THE RECIPIENT WILL ESTABLISH A PROGRAM TO OFFER LOW OR NO-COST ENERGY EFFICIENCY SERVICES TO VULNERABLE RESIDENTS ACROSS SAVANNAH. THIS PROGRAM IS DESIGNED TO SERVE HOUSEHOLDS THAT CANNOT PARTICIPATE IN THE FREE, RATEPAYER FUNDED PROGRAM THAT IS AVAILABLE THROUGH GEORGIA POWER DUE TO THEIR INCOME OR THE CONDITION OF THEIR HOME, AS WELL AS TO PROVIDE HEATING VENTILATION, AND AIR CONDITIONING (HVAC) SERVICES THAT ARE NOT TYPICALLY INCLUDED IN THAT PROGRAM. THIS PROJECT WILL ALSO INCLUDE WORKFORCE TRAINING ACTIVITIES TO BUILD LOCAL CAPACITY FOR THIS WORK AND TO CREATE NEW OPPORTUNITIES FOR RESIDENTS TO PARTICIPATE IN THE CLEAN ENERGY ECONOMY. ACTIVITIES:THE ACTIVITIES INCLUDE INITIATING THE 100% SAVANNAH ENERGY EFFICIENCY PROGRAM, WHICH INVOLVES IDENTIFYING A PROGRAM ADMINISTRATOR, DESIGNING, AND DEVELOPING THE PROGRAM, RECRUITING VETTING AND TRAINING ENERGY AUDITORS AND CONTRACTORS ACCORDING TO EPA POLICY, LAUNCHING AND PUBLICIZING THE PROGRAM. THE PROGRAM WILL ALSO PROVIDE LOW- AND NO-COST SERVICES, SUCH AS INSULATING HOMES TO MAINTAIN A COMFORTABLE TEMPERATURE AND TO REDUCE EXPOSURE TO OUTSIDE NOISE; SEALING HOMES TO KEEP DUST, PESTS, AND MOISTURE OUT OF THE HOME; INSTALLING ELECTRIC HEAT PUMPS AND APPLIANCES TO REDUCE EXPOSURE TO POLLUTANTS FROM THE COMBUSTION OF NATURAL GAS; AND EQUIPPING HEAT PUMPS AND DUCTS, IF APPLICABLE, WITH AIR FILTRATION AND PURIFICATION SYSTEMS TO MINIMIZE EXPOSURE TO GASES AND PARTICULATE MATTER FROM THE OUTSIDE AIR. THE NEXT LARGE GOAL IS BROADENING AND EXPANDING THE HARAMBEE HOUSE'S (A PARTNER NON-GOVERNMENTAL ORGANIZATION) WORKFORCE TRAINING PROGRAM TO SUCCESSFULLY TRAIN AND PLACE 75 WORKERS. UNDER THE SECOND GOAL ACTIVITIES INCLUDE IDENTIFYING TRAINERS FOR THE WORKFORCE TRAINING PROGRAM, DEVELOPING THE CURRICULUM FOR THE COURSES, RECRUITING TRAINEES FOR THE PROGRAM, AND SUPPORTING AND PLACING TRAINEES. THE NEXT ACTIVITY IS TO IMPROVE AT LEAST 800 HOMES. IN ORDER TO IMPROVE 800 HOMES, THE PROJECT WILL INTAKE CUSTOMERS, CONDUCT ENERGY AUDITS, CONNECT CUSTOMERS TO INCENTIVES AND FINANCING, PROVIDE WORK ORDERS TO CONTRACTORS, AND COMPLETE QUALITY ASSURANCE AND CONTROL ACTIVITIES. THE FINAL ACTIVITY WILL BE TO EVALUATE THE PROGRAM'S SUCCESS. SUBRECIPIENT:THE SUB AWARDEE, THE HARAMBEE HOUSE, WILL HAVE FULL OWNERSHIP OF THE WORKFORCE TRAINING PORTION OF THE PROJECT. THE HARAMBEE HOUSE PROVIDES TWO WORKFORCE TRAININGS TO PREPARE LOCAL UNEMPLOYED, UNDEREMPLOYED, AND RETURNING RESIDENTS FOR CAREERS IN THE GREEN ECONOMY AND CONSTRUCTION TRADES. THE FUNDING FROM THIS PROJECT WILL ALLOW THEM TO EXPAND THE SCOPE OF THIS TRAINING TO INCLUDE HVAC TRAINING, ELECTRICAL TRAINING, AND PLUMBING TRAINING. THIS FUNDING WILL ALSO SUPPORT EFFORTS TO IMPROVE TRAINEE RETENTION THROUGH STIPENDS, TRANSPORTATION ASSISTANCE, AND OTHER WRAPAROUND SERVICES. ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED DELIVERABLES INCLUDE WORKFORCE TRAINING PROGRAM MATERIALS, COMMUNITY WORKSHOP MATERIALS TO ASSIST WITH STATE HOME ENERGY EFFICIENCY PROGRAM, PRESENTATIONS TO COMMUNITY. THE EXPECTED OUTCOMES INCLUDE 75 TRAINEES GRADUATE AND GET PLACED IN LOCAL JOBS, PROGRAM REACHES 800 PARTICIPANTS DURING THREE-YEAR GRANT PERIOD, THE PROGRAM BECOMES WELL KNOWN AND PERMANENT. PURPOSE: THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM PROVIDES ANNUAL GRANTS ON A FORMULA BASIS TO STATES, CITIES, AND COUNTIES TO DEVELOP VIABLE URBAN COMMUNITIES BY PROVIDING DECENT HOUSING AND A SUITABLE LIVING ENVIRONMENT, AND BY EXPANDING ECONOMIC OPPORTUNITIES, PRINCIPALLY FOR LOW- AND MODERATE-INCOME PERSONS. THE PROGRAM IS AUTHORIZED UNDER TITLE 1 OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, PUBLIC LAW 93-383, AS AMENDED 42 U.S.C. 5301 ET SEQ. THE CDBG PROGRAM COVERS FOUR DISTINCT PROGRAMS, EACH WITH THEIR OWN SET OF GOVERNING REGULATIONS: CDBG ENTITLEMENT, CDBG NON-ENTITLED COUNTIES IN HAWAII, CDBG INSULAR AREAS, AND STATE CDBG. FUNDS ARE ALLOCATED USING A FORMULA BASED ON POPULATION, POVERTY, AND HOUSING OVERCROWDING, WITH THE POVERTY FACTOR CARRYING A DOUBLE WEIGHT. FOR THE CDBG INSULAR AREAS PROGRAM, HUD ANNUALLY ALLOCATES CDBG GRANTS TO FOUR DESIGNATED AREAS: AMERICAN SAMOA; GUAM; NORTHERN MARIANA ISLANDS; AND THE U.S. VIRGIN ISLANDS. DESCRIPTION:THIS ACTION APPROVES AN AWARD IN THE AMOUNT OF $1,000,000 TO THE CITY OF SAVANNAH IN SUPPORT OF THE INFLATION REDUCTION ACT (IRA). SPECIFICALLY, THE RECIPIENT WILL ESTABLISH A PROGRAM TO OFFER LOW OR NO-COST ENERGY EFFICIENCY SERVICES TO VULNERABLE RESIDENTS ACROSS SAVANNAH. THIS PROGRAM IS DESIGNED TO SERVE HOUSEHOLDS THAT CANNOT PARTICIPATE IN THE FREE, RATEPAYER FUNDED PROGRAM THAT IS AVAILABLE THROUGH GEORGIA POWER DUE TO THEIR INCOME OR THE CONDITION OF THEIR HOME, AS WELL AS TO PROVIDE HEATING VENTILATION, AND AIR CONDITIONING (HVAC) SERVICES THAT ARE NOT TYPICALLY INCLUDED IN THAT PROGRAM. THIS PROJECT WILL ALSO INCLUDE WORKFORCE TRAINING ACTIVITIES TO BUILD LOCAL CAPACITY FOR THIS WORK AND TO CREATE NEW OPPORTUNITIES FOR RESIDENTS TO PARTICIPATE IN THE CLEAN ENERGY ECONOMY. ACTIVITIES:THE ACTIVITIES INCLUDE INITIATING THE 100% SAVANNAH ENERGY EFFICIENCY PROGRAM, WHICH INVOLVES IDENTIFYING A PROGRAM ADMINISTRATOR, DESIGNING, AND DEVELOPING THE PROGRAM, RECRUITING VETTING AND TRAINING ENERGY AUDITORS AND CONTRACTORS ACCORDING TO EPA POLICY, LAUNCHING AND PUBLICIZING THE PROGRAM. THE PROGRAM WILL ALSO PROVIDE LOW- AND NO-COST SERVICES, SUCH AS INSULATING HOMES TO MAINTAIN A COMFORTABLE TEMPERATURE AND TO REDUCE EXPOSURE TO OUTSIDE NOISE; SEALING HOMES TO KEEP DUST, PESTS, AND MOISTURE OUT OF THE HOME; INSTALLING ELECTRIC HEAT PUMPS AND APPLIANCES TO REDUCE EXPOSURE TO POLLUTANTS FROM THE COMBUSTION OF NATURAL GAS; AND EQUIPPING HEAT PUMPS AND DUCTS, IF APPLICABLE, WITH AIR FILTRATION AND PURIFICATION SYSTEMS TO MINIMIZE EXPOSURE TO GASES AND PARTICULATE MATTER FROM THE OUTSIDE AIR. THE NEXT LARGE GOAL IS BROADENING AND EXPANDING THE HARAMBEE HOUSE'S (A PARTNER NON-GOVERNMENTAL ORGANIZATION) WORKFORCE TRAINING PROGRAM TO SUCCESSFULLY TRAIN AND PLACE 75 WORKERS. UNDER THE SECOND GOAL ACTIVITIES INCLUDE IDENTIFYING TRAINERS FOR THE WORKFORCE TRAINING PROGRAM, DEVELOPING THE CURRICULUM FOR THE COURSES, RECRUITING TRAINEES FOR THE PROGRAM, AND SUPPORTING AND PLACING TRAINEES. THE NEXT ACTIVITY IS TO IMPROVE AT LEAST 800 HOMES. IN ORDER TO IMPROVE 800 HOMES, THE PROJECT WILL INTAKE CUSTOMERS, CONDUCT ENERGY AUDITS, CONNECT CUSTOMERS TO INCENTIVES AND FINANCING, PROVIDE WORK ORDERS TO CONTRACTORS, AND COMPLETE QUALITY ASSURANCE AND CONTROL ACTIVITIES. THE FINAL ACTIVITY WILL BE TO EVALUATE THE PROGRAM'S SUCCESS. SUBRECIPIENT:THE SUB AWARDEE, THE HARAMBEE HOUSE, WILL HAVE FULL OWNERSHIP OF THE WORKFORCE TRAINING PORTION OF THE PROJECT. THE HARAMBEE HOUSE PROVIDES TWO WORKFORCE TRAININGS TO PREPARE LOCAL UNEMPLOYED, UNDEREMPLOYED, AND RETURNING RESIDENTS FOR CAREERS IN THE GREEN ECONOMY AND CONSTRUCTION TRADES. THE FUNDING FROM THIS PROJECT WILL ALLOW THEM TO EXPAND THE SCOPE OF THIS TRAINING TO INCLUDE HVAC TRAINING, ELECTRICAL TRAINING, AND PLUMBING TRAINING. THE CITY OF SAVANNAH AND A TEAM OF MULTI-SECTOR PARTNERS (REFERRED TO AS THE “IMPLEMENTATION TEAM”) WILL IMPLEMENT SELECT, CRITICAL INITIATIVES OF THE SAVANNAH CANAL DISTRICT MASTER PLAN TO IMPROVE THE HEALTH AND WELL-BEING OF THE HISTORICALLY UNDERSERVED RESIDENTS OF WESTSIDE SAVANNAH COMMUNITIES THROUGH POLICY, SYSTEMS, AND ENVIRONMENTAL (PSE) INTERVENTIONS IN THE SDOH AREAS OF BUILT ENVIRONMENT, FOOD AND NUTRITION SECURITY, AND SOCIAL CONNECTEDNESS. GENERALLY, THE GRANT FUNDS WILL PAY FOR THE COMMUNITY ENGAGEMENT, PROGRAMMING, AND EVENTS ASSOCIATED WITH THE BELOW INTERVENTIONS. THE FUNDS WILL NOT BE USED FOR BUYING CONSTRUCTION MATERIALS, PAYING ENGINEERING COSTS, DEVELOPING ARCHITECTURAL BLUEPRINTS, ETC.; $37M OF CITY FUNDS HAVE ALREADY BEEN COMMITTED FOR THE CAPITAL IMPROVEMENTS SIDE OF THESE PROJECTS. THESE INITIATIVES WILL ADDRESS THE VARIOUS HEALTH AND ECONOMIC DISPARITIES PREVALENT IN THE IDENTIFIED CATCHMENT AREA, INCLUDING AND ESPECIALLY RATES OF POOR MENTAL AND PHYSICAL HEALTH; RATES OF DIABETES, HIGH BLOOD PRESSURE, AND CHOLESTEROL; POVERTY AND UNEMPLOYMENT RATES; AND PERCENTAGE OF PEOPLE WHO ARE SEDENTARY, OBESE, AND/OR HAVE A POOR HEALTH ASSESSMENT. THE FOUR MAIN INITIATIVES ARE: 1. REDEVELOP THE HISTORIC WATER WORKS SITE INTO A COMMUNITY MARKET, ENTREPRENEURIAL CENTER AND BUSINESS INCUBATOR, AND COMMUNITY EVENT SPACE. 2. HOST COMMUNITY EVENTS (FARMERS’ MARKETS, HEALTH FAIRS, COMMUNITY SHOWCASES, ETC.) TO PROVIDE IMMEDIATE RELIEF TO INEQUITIES ALIGNED WITH THE LONG-TERM GOALS OF THE ACTION PLAN. 3. BUILT ENVIRONMENT, SOCIAL CONNECTEDNESS, AND FOOD AND NUTRITION SECURITY ARE THE PRIORITY AREAS, AS THE PROJECT WILL ENCOMPASS THE CONVERSION OF A PHYSICAL SPACE, ADDRESS FOOD INSECURITY, AND EXPLORE WAYS TO FORGE CONNECTIONS BETWEEN COMMUNITY MEMBERS. THE PLAN IS TO CONVERT THE WATER WORKS BUILDING INTO AN INNOVATIVE FOOD SPACE THAT WILL INCLUDE A YEAR-ROUND FARMERS’ MARKET, FOOD HALL, COMMERCIAL KITCHEN, AND BUSINESS INCUBATOR. THE ACCELERATOR PLAN CREATED BY THE CITY AND THE LEADERSHIP TEAM WILL LEAD TO THE LAUNCH OF THE SAVANNAH FARM FRESH INITIATIVE, A PROJECT THAT WILL DEMONSTRATE THE WAYS IN WHICH THE REDEVELOPMENT PLAN FOR THE WATER WORKS WILL ADDRESS HEALTHY FOOD PRODUCTION AND DISTRIBUTION AND WILL CHALLENGE THE NEGATIVE IMPACTS OF FOOD APARTHEID PLAGUING THE HISTORICALLY UNDERSERVED BLACK AMERICAN RESIDENTS LIVING ON SAVANNAH’S WEST SIDE. THE WATER WORKS BUILDING WILL BE ACCESSIBLE TO THESE NEIGHBORHOODS AND WILL PROVIDE A POSITIVE, SOCIAL SPACE THE COMMUNITY TO INTERACT, PURCHASE HEALTHY FOOD, AND RECEIVE EDUCATION RELATED TO HEALTHY LIVING AND ENTREPRENEURIAL OPPORTUNITIES. COMMUNITY DEVELOPMENT BLOCK GRANTS/ENTITLEMENT GRANTS
PURPOSE: THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM PROVIDES ANNUAL GRANTS ON A FORMULA BASIS TO STATES, CITIES, AND COUNTIES TO DEVELOP VIABLE URBAN COMMUNITIES BY PROVIDING DECENT HOUSING AND A SUITABLE LIVING ENVIRONMENT, AND BY EXPANDING ECONOMIC OPPORTUNITIES, PRINCIPALLY FOR LOW- AND MODERATE-INCOME PERSONS. THE PROGRAM IS AUTHORIZED UNDER TITLE 1 OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, PUBLIC LAW 93-383, AS AMENDED 42 U.S.C. 5301 ET SEQ. THE CDBG PROGRAM COVERS FOUR DISTINCT PROGRAMS, EACH WITH THEIR OWN SET OF GOVERNING REGULATIONS: CDBG ENTITLEMENT, CDBG NON-ENTITLED COUNTIES IN HAWAII, CDBG INSULAR AREAS, AND STATE CDBG. IN THE CDBG ENTITLEMENT PROGRAM, HUD AWARDS GRANTS TO ENTITLEMENT COMMUNITY GRANTEES TO CARRY OUT A WIDE RANGE OF COMMUNITY DEVELOPMENT ACTIVITIES. ENTITLEMENT COMMUNITIES DEVELOP THEIR OWN PROGRAMS AND FUNDING PRIORITIES. IN THE CDBG NON-ENTITLED COUNTIES IN HAWAII PROGRAM, THREE COUNTIES QUALIFY: HAWAII, KAUAI, AND MAUI. THE FY 2004 APPROPRIATIONS ACT REQUIRED THE GOVERNOR OF HAWAII TO DECIDE IF THE STATE WISHED TO PARTICIPATE IN THE STATE CDBG PROGRAM BY JULY 31, 2004. THE STATE MADE THE DECISION NOT TO PARTICIPATE IN THE PROGRAM. AS A RESULT OF THIS DECISION HUD'S HONOLULU FIELD OFFICE ADMINISTERS THE NON-ENTITLED GRANTS IN HAWAII. FUNDS ARE ALLOCATED USING A FORMULA BASED ON POPULATION, POVERTY, AND HOUSING OVERCROWDING, WITH THE POVERTY FACTOR CARRYING A DOUBLE WEIGHT. FOR THE CDBG INSULAR AREAS PROGRAM, HUD ANNUALLY ALLOCATES CDBG GRANTS TO FOUR DESIGNATED AREAS: AMERICAN SAMOA; GUAM; NORTHERN MARIANA ISLANDS; AND THE U.S. VIRGIN ISLANDS. THE FUNDS ARE ALLOCATED IN PROPORTION TO THE POPULATIONS OF THE ELIGIBLE TERRITORIES. THE PROGRAM IS ADMINISTERED BY HUD'S FIELD OFFICES IN PUERTO RICO AND HAWAII. UNDER THE STATE CDBG PROGRAM, STATES PASS THROUGH CDBG GRANTS TO UNITS OF GENERAL LOCAL GOVERNMENT. ANNUALLY, EACH STATE DEVELOPS FUNDING PRIORITIES AND CRITERIA FOR SELECTING PROJECTS. SINCE STATES ARE IN THE BEST POSITION TO KNOW, AND TO RESPOND TO, THE NEEDS OF LOCAL GOVERNMENTS, CONGRESS AMENDED THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 (HCD ACT) IN 1981 TO GIVE EACH STATE THE OPPORTUNITY TO ADMINISTER CDBG FUNDS FOR NON-ENTITLEMENT AREAS. NON-ENTITLEMENT AREAS INCLUDE THOSE UNITS OF GENERAL LOCAL GOVERNMENT WHICH DO NOT RECEIVE CDBG FUNDS DIRECTLY FROM HUD. GENERALLY, NON-ENTITLEMENT AREAS ARE CITIES WITH POPULATIONS OF LESS THAN 50,000 (EXCEPT CITIES THAT ARE DESIGNATED PRINCIPAL CITIES OF METROPOLITAN STATISTICAL AREAS), AND COUNTIES WITH POPULATIONS OF LESS THAN 200,000. CURRENT CDBG AWARDS AND ALLOCATIONS ARE INCLUDED IN THIS LIST OF HUD COMMUNITY PLANNING AND DEVELOPMENT (CPD) AWARDS AND ALLOCATIONS LOCATED AT: HTTPS://WWW.HUDEXCHANGE.INFO/GRANTEES/ALLOCATIONS-AWARDS/; ACTIVITIES TO BE PERFORMED: CDBG FUNDS MAY BE USED FOR ACTIVITIES WHICH INCLUDE, BUT ARE NOT LIMITED TO: ACQUISITION OF REAL PROPERTY; RELOCATION AND DEMOLITION; REHABILITATION OF RESIDENTIAL AND NON-RESIDENTIAL STRUCTURES; CONSTRUCTION OF PUBLIC FACILITIES AND IMPROVEMENTS, SUCH AS WATER AND SEWER FACILITIES, STREETS, NEIGHBORHOOD CENTERS, AND THE CONVERSION OF SCHOOL BUILDINGS FOR ELIGIBLE PURPOSES; PUBLIC SERVICES, WITHIN CERTAIN LIMITS; ACTIVITIES RELATING TO ENERGY CONSERVATION AND RENEWABLE ENERGY RESOURCES; PROVISION OF ASSISTANCE TO PROFIT-MOTIVATED BUSINESSES TO CARRY OUT ECONOMIC DEVELOPMENT AND JOB CREATION/RETENTION ACTIVITIES. EACH ACTIVITY MUST MEET ONE OF THE FOLLOWING NATIONAL OBJECTIVES FOR THE PROGRAM: BENEFIT LOW- AND MODERATE-INCOME PERSONS, PREVENTION OR ELIMINATION OF SLUMS OR BLIGHT, OR ADDRESS COMMUNITY DEVELOPMENT NEEDS HAVING A PARTICULAR URGENCY BECAUSE EXISTING CONDITIONS POSE A SERIOUS AND IMMEDIATE THREAT TO THE HEALTH OR WELFARE OF THE COMMUNITY FOR WHICH OTHER FUNDING IS NOT AVAILABLE. GENERALLY, THE FOLLOWING TYPES OF ACTIVITIES ARE INELIGIBLE: ACQUISITION, CONSTRUCTION, OR RECONSTRUCTION OF BUILDINGS FOR THE GENERAL CONDUCT OF GOVERNMENT; POLITICAL ACTIVITIES; CERTAIN INCOME PAYMENTS; CONSTRUCTION OF NEW HOUSING (WITH SOME EXCEPTIONS). DESCRIPTION:THIS ACTION APPROVES AN AWARD IN THE AMOUNT OF $1,000,000 TO THE CITY OF SAVANNAH IN SUPPORT OF THE INFLATION REDUCTION ACT (IRA). SPECIFICALLY, THE RECIPIENT WILL ESTABLISH A PROGRAM TO OFFER LOW OR NO-COST ENERGY EFFICIENCY SERVICES TO VULNERABLE RESIDENTS ACROSS SAVANNAH. THIS PROGRAM IS DESIGNED TO SERVE HOUSEHOLDS THAT CANNOT PARTICIPATE IN THE FREE, RATEPAYER FUNDED PROGRAM THAT IS AVAILABLE THROUGH GEORGIA POWER DUE TO THEIR INCOME OR THE CONDITION OF THEIR HOME, AS WELL AS TO PROVIDE HEATING VENTILATION, AND AIR CONDITIONING (HVAC) SERVICES THAT ARE NOT TYPICALLY INCLUDED IN THAT PROGRAM. THESE INITIATIVES WILL ADDRESS THE VARIOUS HEALTH AND ECONOMIC DISPARITIES PREVALENT IN THE IDENTIFIED CATCHMENT AREA, INCLUDING AND ESPECIALLY RATES OF POOR MENTAL AND PHYSICAL HEALTH; RATES OF DIABETES, HIGH BLOOD PRESSURE, AND CHOLESTEROL; POVERTY AND UNEMPLOYMENT RATES; AND PERCENTAGE OF PEOPLE WHO ARE SEDENTARY, OBESE, AND/OR HAVE A POOR HEALTH ASSESSMENT. THE FOUR MAIN INITIATIVES ARE: 1. REDEVELOP THE HISTORIC WATER WORKS SITE INTO A COMMUNITY MARKET, ENTREPRENEURIAL CENTER AND BUSINESS INCUBATOR, AND COMMUNITY EVENT SPACE. 2. COMMUNITY DEVELOPMENT BLOCK GRANTS/ENTITLEMENT GRANTS
PURPOSE: THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM PROVIDES ANNUAL GRANTS ON A FORMULA BASIS TO STATES, CITIES, AND COUNTIES TO DEVELOP VIABLE URBAN COMMUNITIES BY PROVIDING DECENT HOUSING AND A SUITABLE LIVING ENVIRONMENT, AND BY EXPANDING ECONOMIC OPPORTUNITIES, PRINCIPALLY FOR LOW- AND MODERATE-INCOME PERSONS. THE PROGRAM IS AUTHORIZED UNDER TITLE 1 OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, PUBLIC LAW 93-383, AS AMENDED 42 U.S.C. 5301 ET SEQ. THE CDBG PROGRAM COVERS FOUR DISTINCT PROGRAMS, EACH WITH THEIR OWN SET OF GOVERNING REGULATIONS: CDBG ENTITLEMENT, CDBG NON-ENTITLED COUNTIES IN HAWAII, CDBG INSULAR AREAS, AND STATE CDBG. IN THE CDBG ENTITLEMENT PROGRAM, HUD AWARDS GRANTS TO ENTITLEMENT COMMUNITY GRANTEES TO CARRY OUT A WIDE RANGE OF COMMUNITY DEVELOPMENT ACTIVITIES. ENTITLEMENT COMMUNITIES DEVELOP THEIR OWN PROGRAMS AND FUNDING PRIORITIES. IN THE CDBG NON-ENTITLED COUNTIES IN HAWAII PROGRAM, THREE COUNTIES QUALIFY: HAWAII, KAUAI, AND MAUI. THE FY 2004 APPROPRIATIONS ACT REQUIRED THE GOVERNOR OF HAWAII TO DECIDE IF THE STATE WISHED TO PARTICIPATE IN THE STATE CDBG PROGRAM BY JULY 31, 2004. THE STATE MADE THE DECISION NOT TO PARTICIPATE IN THE PROGRAM. AS A RESULT OF THIS DECISION HUD'S HONOLULU FIELD OFFICE ADMINISTERS THE NON-ENTITLED GRANTS IN HAWAII. FUNDS ARE ALLOCATED USING A FORMULA BASED ON POPULATION, POVERTY, AND HOUSING OVERCROWDING, WITH THE POVERTY FACTOR CARRYING A DOUBLE WEIGHT. FOR THE CDBG INSULAR AREAS PROGRAM, HUD ANNUALLY ALLOCATES CDBG GRANTS TO FOUR DESIGNATED AREAS: AMERICAN SAMOA; GUAM; NORTHERN MARIANA ISLANDS; AND THE U.S. VIRGIN ISLANDS. THE FUNDS ARE ALLOCATED IN PROPORTION TO THE POPULATIONS OF THE ELIGIBLE TERRITORIES. THE PROGRAM IS ADMINISTERED BY HUD'S FIELD OFFICES IN PUERTO RICO AND HAWAII. UNDER THE STATE CDBG PROGRAM, STATES PASS THROUGH CDBG GRANTS TO UNITS OF GENERAL LOCAL GOVERNMENT. ANNUALLY, EACH STATE DEVELOPS FUNDING PRIORITIES AND CRITERIA FOR SELECTING PROJECTS. SINCE STATES ARE IN THE BEST POSITION TO KNOW, AND TO RESPOND TO, THE NEEDS OF LOCAL GOVERNMENTS, CONGRESS AMENDED THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 (HCD ACT) IN 1981 TO GIVE EACH STATE THE OPPORTUNITY TO ADMINISTER CDBG FUNDS FOR NON-ENTITLEMENT AREAS. NON-ENTITLEMENT AREAS INCLUDE THOSE UNITS OF GENERAL LOCAL GOVERNMENT WHICH DO NOT RECEIVE CDBG FUNDS DIRECTLY FROM HUD. GENERALLY, NON-ENTITLEMENT AREAS ARE CITIES WITH POPULATIONS OF LESS THAN 50,000 (EXCEPT CITIES THAT ARE DESIGNATED PRINCIPAL CITIES OF METROPOLITAN STATISTICAL AREAS), AND COUNTIES WITH POPULATIONS OF LESS THAN 200,000. EACH ACTIVITY MUST MEET ONE OF THE FOLLOWING NATIONAL OBJECTIVES FOR THE PROGRAM: BENEFIT LOW- AND MODERATE-INCOME PERSONS, PREVENTION OR ELIMINATION OF SLUMS OR BLIGHT, OR ADDRESS COMMUNITY DEVELOPMENT NEEDS HAVING A PARTICULAR URGENCY BECAUSE EXISTING CONDITIONS POSE A SERIOUS AND IMMEDIATE THREAT TO THE HEALTH OR WELFARE OF THE COMMUNITY FOR WHICH OTHER FUNDING IS NOT AVAILABLE. GENERALLY, THE FOLLOWING TYPES OF ACTIVITIES ARE INELIGIBLE: ACQUISITION, CONSTRUCTION, OR RECONSTRUCTION OF BUILDINGS FOR THE GENERAL CONDUCT OF GOVERNMENT; POLITICAL ACTIVITIES; CERTAIN INCOME PAYMENTS; CONSTRUCTION OF NEW HOUSING (WITH SOME EXCEPTIONS). UNDER THE STATE CDBG PROGRAM, STATES MAY USE $100,000 PLUS UP TO A MAXIMUM OF THREE PERCENT OF ITS CDBG ALLOCATION. AMOUNTS EXPENDED ON ADMINISTRATION IN EXCESS OF $100,000 MUST BE MATCHED.
