DESCRIPTION:THIS ACTION APPROVES AN AWARD IN THE AMOUNT OF $2,688,000 TO SUPPORT THE COUNTY OF CLAYTON TO IMPLEMENT ITS PROJECT TO MITIGATE FLOOD RISK BY MODIFYING THE MAINSTREAM OF CAMP CREEK AS DIRECTED IN THE 2023 CONSOLIDATED APPROPRIATIONS ACT OR AS IDENTIFIED IN AN APPROVED TECHNICAL CORRECTION IF ONE HAS BEEN APPROVED FOR THIS PROJECT.ACTIVITIES:THE ACTIVITIES TO BE PERFORMED ARE CHANNEL AND CULVERT IMPROVEMENTS TO INCREASE FLOODPLAIN CONNECTIVITY AND RECONNECT THE ACTIVE CHANNEL TO AN EXPANDED BANKFULL BENCH. THE CHANNEL IMPROVEMENT AT SHANGRILA WAY WILL CONSIST OF 1,655 LINEAR FEET OF MODIFICATIONS TO THE MAINSTREAM OF CAMP CREEK BEGINNING NEAR 6864 SHANGRILA WAY AND ENDING DOWNSTREAM OF THE BETHSAIDA ROAD CULVERT NEAR 7024 WHITFIELD DRIVE. THE CULVERT IMPROVEMENT AT SHANGRILA WAY WILL CONSIST OF ADDING A THIRD 8-FOOT RISE BY 10-FOOT SPAN BOX CULVERT THAT WILL BE 90-FT IN LENGTH TO BETHSAIDA ROAD CROSSING, INCREASING THE TOTAL FLOW AREA FROM 160-SQUARE FEET TO 240-SQUARE FEET. SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED DELIVERABLES ARE DECREASED FREQUENCY OF BUILDING INUNDATION, DECREASED FREQUENCY OF PEAK FLOWS, AND DECREASED FLOOD DEPTH IN AND AROUND STRUCTURES WHICH ARE EXPECTED TO LEAD TO IMPROVED WATER INFRASTRUCTURE AND INCREASED FLOOD MITIGATION FOR THE BENEFICIARIES, THE RESIDENTS OF CLAYTON COUNTY, GEORGIA.

PURPOSE: THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM PROVIDES ANNUAL GRANTS ON A FORMULA BASIS TO STATES, CITIES, AND COUNTIES TO DEVELOP VIABLE URBAN COMMUNITIES BY PROVIDING DECENT HOUSING AND A SUITABLE LIVING ENVIRONMENT, AND BY EXPANDING ECONOMIC OPPORTUNITIES, PRINCIPALLY FOR LOW- AND MODERATE-INCOME PERSONS. THE PROGRAM IS AUTHORIZED UNDER TITLE 1 OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, PUBLIC LAW 93-383, AS AMENDED 42 U.S.C. 5301 ET SEQ. THE CDBG PROGRAM COVERS FOUR DISTINCT PROGRAMS, EACH WITH THEIR OWN SET OF GOVERNING REGULATIONS: CDBG ENTITLEMENT, CDBG NON-ENTITLED COUNTIES IN HAWAII, CDBG INSULAR AREAS, AND STATE CDBG. IN THE CDBG ENTITLEMENT PROGRAM, HUD AWARDS GRANTS TO ENTITLEMENT COMMUNITY GRANTEES TO CARRY OUT A WIDE RANGE OF COMMUNITY DEVELOPMENT ACTIVITIES. ENTITLEMENT COMMUNITIES DEVELOP THEIR OWN PROGRAMS AND FUNDING PRIORITIES. IN THE CDBG NON-ENTITLED COUNTIES IN HAWAII PROGRAM, THREE COUNTIES QUALIFY: HAWAII, KAUAI, AND MAUI. THE FY 2004 APPROPRIATIONS ACT REQUIRED THE GOVERNOR OF HAWAII TO DECIDE IF THE STATE WISHED TO PARTICIPATE IN THE STATE CDBG PROGRAM BY JULY 31, 2004. THE STATE MADE THE DECISION NOT TO PARTICIPATE IN THE PROGRAM. AS A RESULT OF THIS DECISION HUD'S HONOLULU FIELD OFFICE ADMINISTERS THE NON-ENTITLED GRANTS IN HAWAII. FUNDS ARE ALLOCATED USING A FORMULA BASED ON POPULATION, POVERTY, AND HOUSING OVERCROWDING, WITH THE POVERTY FACTOR CARRYING A DOUBLE WEIGHT. FOR THE CDBG INSULAR AREAS PROGRAM, HUD ANNUALLY ALLOCATES CDBG GRANTS TO FOUR DESIGNATED AREAS: AMERICAN SAMOA; GUAM; NORTHERN MARIANA ISLANDS; AND THE U.S. VIRGIN ISLANDS. THE FUNDS ARE ALLOCATED IN PROPORTION TO THE POPULATIONS OF THE ELIGIBLE TERRITORIES. THE PROGRAM IS ADMINISTERED BY HUD'S FIELD OFFICES IN PUERTO RICO AND HAWAII. UNDER THE STATE CDBG PROGRAM, STATES PASS THROUGH CDBG GRANTS TO UNITS OF GENERAL LOCAL GOVERNMENT. ANNUALLY, EACH STATE DEVELOPS FUNDING PRIORITIES AND CRITERIA FOR SELECTING PROJECTS. SINCE STATES ARE IN THE BEST POSITION TO KNOW, AND TO RESPOND TO, THE NEEDS OF LOCAL GOVERNMENTS, CONGRESS AMENDED THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 (HCD ACT) IN 1981 TO GIVE EACH STATE THE OPPORTUNITY TO ADMINISTER CDBG FUNDS FOR NON-ENTITLEMENT AREAS. NON-ENTITLEMENT AREAS INCLUDE THOSE UNITS OF GENERAL LOCAL GOVERNMENT WHICH DO NOT RECEIVE CDBG FUNDS DIRECTLY FROM HUD. GENERALLY, NON-ENTITLEMENT AREAS ARE CITIES WITH POPULATIONS OF LESS THAN 50,000 (EXCEPT CITIES THAT ARE DESIGNATED PRINCIPAL CITIES OF METROPOLITAN STATISTICAL AREAS), AND COUNTIES WITH POPULATIONS OF LESS THAN 200,000. EACH ACTIVITY MUST MEET ONE OF THE FOLLOWING NATIONAL OBJECTIVES FOR THE PROGRAM: BENEFIT LOW- AND MODERATE-INCOME PERSONS, PREVENTION OR ELIMINATION OF SLUMS OR BLIGHT, OR ADDRESS COMMUNITY DEVELOPMENT NEEDS HAVING A PARTICULAR URGENCY BECAUSE EXISTING CONDITIONS POSE A SERIOUS AND IMMEDIATE THREAT TO THE HEALTH OR WELFARE OF THE COMMUNITY FOR WHICH OTHER FUNDING IS NOT AVAILABLE. THE CLAYTON COUNTY VETERANS TREATMENT COURT (VTC) LOCATED IN JONESBORO, GEORGIA IS REQUESTING FEDERAL FUNDS FROM THE BUREAU OF JUSTICE ASSISTANCE VETERANS TREATMENT COURT DISCRETIONARY GRANT PROGRAM CATEGORY 2: ENHANCEMENT TO ENHANCE TREATMENT AND PERSONNEL; PROVIDE HOUSING AND TRANSPORTATION ASSISTANCE WITH EXPECTED OUTCOMES TO REDUCE AND/OR ELIMINATE SUBSTANCE ABUSE BY PROVIDING RANDOM DRUG TESTING; INCREASE THE AVAILABILITY OF MENTAL HEALTH SERVICES; PERSONNEL CONSISTING OF A LEAD COUNSELOR, GROUP THERAPISTS, EVALUATOR, AND CASE MANAGER; PROVIDE SECURE HOUSING UPON RELEASE FROM JAIL; AND IMPROVE QUALITY OF SERVICES BY ATTENDING THE ALL RISE ANNUAL CONFERENCE. THE VTC WILL OPERATE AS A MIXED MODEL PROGRAM, TO INCLUDE BOTH PRE- AND POST-ADJUDICATION, WHICH GIVES THE JUDGE, PROSECUTION, AND DEFENSE COUNSEL THE OPTION TO TARGET SEVERAL LEVELS OF OFFENDERS AND OFFER THE PROGRAM TO THE LARGEST POSSIBLE CRIMINAL JUSTICE POPULATION. AN AVERAGE OF 12 NEW PARTICIPANTS PER YEAR WILL BE SERVED WITH THE FUNDING EACH YEAR AFTER THE FIRST YEAR OF THE GRANT IN ADDITION TO THE CURRENT 25 PARTICIPANTS FOR A TOTAL OF 73 PARTICIPANTS OVER THE LIFETIME OF THE PROJECT. THE MINIMUM, MAXIMUM, AND AVERAGE OF PROGRAM PARTICIPATION IS 18 MONTHS, 24 MONTHS, AND 22 MONTHS RESPECTIVELY. THE TARGET POPULATION IS HIGH-RISK AND/OR HIGH-NEED ADULT VETERAN OFFENDERS WHO RESIDE IN CLAYTON COUNTY WITH AN ELIGIBLE CRIMINAL ARREST/OFFENSE, MISDEMEANOR OR CERTAIN FELONIES. THE OFFENDER MUST POSSESS A QUALIFYING PHYSICAL OR MENTAL HEALTH DIAGNOSIS, HAVE SERVED IN THE UNITES STATES MILITARY AND IN GOOD STANDING WITH AN HONORABLE OR GENERAL DISCHARGE. VTC WILL PROVIDE SERVICES TO THOSE NOT ELIGIBLE FOR DEPARTMENT OF VETERANS AFFAIRS BENEFITS. THE CLAYTON JUDICIAL CIRCUIT HAS ACCESS TO FOOD AND DRUG ADMINISTRATION APPROVED FORMS OF MEDICATIONS TO TREAT SUBSTANCE USE DISORDER, COUNSELING AND BEHAVIORAL THERAPY SERVICES.

PURPOSE: THE EMERGENCY SOLUTIONS GRANT (ESG) AUTHORIZES THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) TO MAKE GRANTS TO STATES, UNITS OF GENERAL-PURPOSE LOCAL GOVERNMENT, AND TERRITORIES FOR THE REHABILITATION OR CONVERSION OF BUILDINGS FOR USE AS EMERGENCY SHELTER FOR THE HOMELESS, FOR THE PAYMENT OF CERTAIN EXPENSES RELATED TO OPERATING EMERGENCY SHELTERS, FOR ESSENTIAL SERVICES RELATED TO EMERGENCY SHELTERS AND STREET OUTREACH FOR THE HOMELESS, AND FOR HOMELESSNESS PREVENTION AND RAPID RE-HOUSING ASSISTANCE. THE ESG PROGRAM IS A FORMULA GRANT PROGRAM THAT ASSISTS INDIVIDUALS AND FAMILIES TO QUICKLY REGAIN PERMANENT HOUSING STABILITY AFTER EXPERIENCING HOMELESSNESS OR A HOUSING CRISIS. THE CLAYTON POLICE DEPARTMENT IS REQUESTING TO UTILIZE JAG FUNDING FOR BIOMETRIC IDENTIFICATION DEVICES. LAW ENFORCEMENT IS BEING CHALLENGED TO BE MORE EFFICIENT WITH FEWER RESOURCES. BIOMETRICS ARE AMONG THE STRONGEST IDENTIFICATION METHODS AVAILABLE DUE TO THEIR UNIQUENESS. FINGERPRINT RECOGNITION HAS BEEN CRUCIAL TO LAW ENFORCEMENT AND REMAINS A VALUABLE TOOL IN CRIME-SOLVING. THE PURPOSE OF THE BIOMETRIC IDENTIFICATION DEVICES, IS TO MODERNIZE POLICING PRACTICES VERIFYING SUSPECTS IN THE FIELD, DURING TRAFFIC STOPS OR DAILY ENCOUNTERS. A BIOMETRIC IDENTIFICATION DEVICE CAN SECURELY CAPTURE, TRANSMIT AND CROSS-CHECK PRINTS AGAINST STATE AND FBI DATABASES. WHICH ARE CRIMINAL JUSTICE INFORMATION SERVICES (CJIS) COMPLIANT, AND ALL DIGITAL TRANSACTIONS ARE CONDUCTED WITHIN A SECURE ENVIRONMENT THAT WOULD MEET THE STATE OF GEORGIA AND FEDERAL SECURITY POLICIES. THE DEVICE DOES NOT STORE OR RECORD THE FINGERPRINTS OF THE PEOPLE USING THE DEVICE. THE INFORMATION IS CAPTURED AND COMPARED AGAINST THE AFIS DATABASE, THEN DISCARDED IF THERE ARE NO HITS. THE USE OF A BIOMETRIC IDENTIFICATION DEVICE CAN PROVE TO BE A VERY EFFICIENT TOOL FOR THE CLAYTON COUNTY POLICE DEPARTMENT. WITH IDENTITY THEFT ON THE RISE, QUITE OFTEN OUR OFFICERS COME ACROSS PEOPLE WHO PROVIDE FALSE NAMES AND DATE OF BIRTH. OFTEN SUBJECTS HAVE ASSUMED THE IDENTITY OF AN UNSUSPECTING PERSON AND HAVE CREATED FALSE DOCUMENTS. DURING THESE ENCOUNTERS, OFFICERS HAVE TO RELY ON DISPATCH TO CHECK THE INFORMATION PROVIDED, THROUGH GCIC OR NCIC AND DETERMINE IF THE PERSON THE OFFICER IS DEALING WITH IS WHO THEY SAY THEY ARE. THESE INCLUDE SEX OFFENDERS, WANTED PERSONS, GANG MEMBERS, AND PEOPLE WHO ARE THE SUBJECT OF PROTECTIVE OR RESTRAINING ORDERS. THE BIOMETRIC IDENTIFICATION DEVICE WILL ALLOW OFFICERS TO CHECK THEIR IDENTITY ON THE SPOT, SAVING TIME AND REDUCING RADIO TRAFFIC. THIS TOOL WILL GIVE A POSITIVE IDENTIFICATION WITHIN MINUTES AS OPPOSED TO AFIS WHICH CANTAKE HOURS TO RETURN RESULTS. THE DEVICE CAN READ PRINTS REGARDLESS OF DIRT, SWEAT, OR WORN-DOWN/ SHALLOW FINGERPRINTS. THISDEVICE IS A COMPACT MOBILE FINGERPRINT READER WITH RELIABLE SENSORS IDEAL FOR OUTDOOR CIRCUMSTANCES, DUST, SUNLIGHT, HEAT, AND MOISTURE. PURPOSE: THE HOME INVESTMENT PARTNERSHIPS PROGRAM (HOME) PROVIDES NEED-BASED FORMULA GRANTS TO STATES AND LOCAL GOVERNMENTS THAT ARE USED TO FUND ACTIVITIES INCLUDING BUILDING, BUYING, AND/OR REHABILITATING AFFORDABLE HOUSING FOR RENT OR HOMEOWNERSHIP OR PROVIDING DIRECT RENTAL ASSISTANCE TO LOW-INCOME PEOPLE. THE HOME PROGRAM WAS ESTABLISHED IN 1990 THROUGH TITLE II OF THE CRANSTON-GONZALEZ NATIONAL AFFORDABLE HOUSING ACT (NAHA). SINCE ITS INCEPTION, THE HOME PROGRAM HAS DISTRIBUTED MORE THAN $41BILLION TO CREATE OVER 1,388,000 UNITS OF AFFORDABLE HOUSING AND PROVIDE TENANT BASED RENTAL ASSISTANCE TO MORE THAN 422,000 HOUSEHOLDS THROUGHOUT THE NATION. HOME FUNDS ARE APPROPRIATED ANNUALLY TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD), WHICH IN TURN DISTRIBUTES THE FUNDS TO STATES AND LOCAL GOVERNMENTS THAT QUALIFY AS PARTICIPATING JURISDICTIONS. PURPOSE: THE HOME INVESTMENT PARTNERSHIPS PROGRAM (HOME) PROVIDES NEED-BASED FORMULA GRANTS TO STATES AND LOCAL GOVERNMENTS THAT ARE USED TO FUND ACTIVITIES INCLUDING BUILDING, BUYING, AND/OR REHABILITATING AFFORDABLE HOUSING FOR RENT OR HOMEOWNERSHIP OR PROVIDING DIRECT RENTAL ASSISTANCE TO LOW-INCOME PEOPLE. THE HOME PROGRAM WAS ESTABLISHED IN 1990 THROUGH TITLE II OF THE CRANSTON-GONZALEZ NATIONAL AFFORDABLE HOUSING ACT (NAHA). SINCE ITS INCEPTION, THE HOME PROGRAM HAS DISTRIBUTED MORE THAN $40 BILLION TO CREATE OVER 1,374,000 UNITS OF AFFORDABLE HOUSING AND PROVIDE TENANT BASED RENTAL ASSISTANCE TO MORE THAN 405,000 HOUSEHOLDS THROUGHOUT THE NATION. HOME FUNDS ARE APPROPRIATED ANNUALLY TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD), WHICH IN TURN DISTRIBUTES THE FUNDS TO STATES AND LOCAL GOVERNMENTS THAT QUALIFY AS PARTICIPATING JURISDICTIONS. FUNDS ARE ALLOCATED USING A FORMULA BASED ON POPULATION, POVERTY, AND HOUSING OVERCROWDING, WITH THE POVERTY FACTOR CARRYING A DOUBLE WEIGHT. THE GRANT RECIPIENT HAS AN OPERATIONAL ADULT DRUG COURT OR IS READY TO FULLY IMPLEMENT A DRUG COURT. PURPOSE: THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM PROVIDES ANNUAL GRANTS ON A FORMULA BASIS TO STATES, CITIES, AND COUNTIES TO DEVELOP VIABLE URBAN COMMUNITIES BY PROVIDING DECENT HOUSING AND A SUITABLE LIVING ENVIRONMENT, AND BY EXPANDING ECONOMIC OPPORTUNITIES, PRINCIPALLY FOR LOW- AND MODERATE-INCOME PERSONS. THE PROGRAM IS AUTHORIZED UNDER TITLE 1 OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, PUBLIC LAW 93-383, AS AMENDED 42 U.S.C. 5301 ET SEQ. THE CDBG PROGRAM COVERS FOUR DISTINCT PROGRAMS, EACH WITH THEIR OWN SET OF GOVERNING REGULATIONS: CDBG ENTITLEMENT, CDBG NON-ENTITLED COUNTIES IN HAWAII, CDBG INSULAR AREAS, AND STATE CDBG. FUNDS ARE ALLOCATED USING A FORMULA BASED ON POPULATION, POVERTY, AND HOUSING OVERCROWDING, WITH THE POVERTY FACTOR CARRYING A DOUBLE WEIGHT. FOR THE CDBG INSULAR AREAS PROGRAM, HUD ANNUALLY ALLOCATES CDBG GRANTS TO FOUR DESIGNATED AREAS: AMERICAN SAMOA; GUAM; NORTHERN MARIANA ISLANDS; AND THE U.S. VIRGIN ISLANDS. THE FUNDS ARE ALLOCATED IN PROPORTION TO THE POPULATIONS OF THE ELIGIBLE TERRITORIES. THE PROGRAM IS ADMINISTERED BY HUD'S FIELD OFFICES IN PUERTO RICO AND HAWAII. THE CLAYTON COUNTY VETERANS TREATMENT COURT (VTC) LOCATED IN JONESBORO, GEORGIA IS REQUESTING FEDERAL FUNDS FROM THE BUREAU OF JUSTICE ASSISTANCE VETERANS TREATMENT COURT DISCRETIONARY GRANT PROGRAM CATEGORY 2: ENHANCEMENT TO ENHANCE TREATMENT AND PERSONNEL; PROVIDE HOUSING AND TRANSPORTATION ASSISTANCE WITH EXPECTED OUTCOMES TO REDUCE AND/OR ELIMINATE SUBSTANCE ABUSE BY PROVIDING RANDOM DRUG TESTING; INCREASE THE AVAILABILITY OF MENTAL HEALTH SERVICES; PERSONNEL CONSISTING OF A LEAD COUNSELOR, GROUP THERAPISTS, EVALUATOR, AND CASE MANAGER; PROVIDE SECURE HOUSING UPON RELEASE FROM JAIL; AND IMPROVE QUALITY OF SERVICES BY ATTENDING THE ALL RISE ANNUAL CONFERENCE. BIOMETRICS ARE AMONG THE STRONGEST IDENTIFICATION METHODS AVAILABLE DUE TO THEIR UNIQUENESS. FINGERPRINT RECOGNITION HAS BEEN CRUCIAL TO LAW ENFORCEMENT AND REMAINS A VALUABLE TOOL IN CRIME-SOLVING. THE PURPOSE OF THE BIOMETRIC IDENTIFICATION DEVICES, IS TO MODERNIZE POLICING PRACTICES VERIFYING SUSPECTS IN THE FIELD, DURING TRAFFIC STOPS OR DAILY ENCOUNTERS. A BIOMETRIC IDENTIFICATION DEVICE CAN SECURELY CAPTURE, TRANSMIT AND CROSS-CHECK PRINTS AGAINST STATE AND FBI DATABASES. HOME INVESTMENT PARTNERSHIPS PROGRAM
PURPOSE: THE HOME INVESTMENT PARTNERSHIPS PROGRAM (HOME) PROVIDES NEED-BASED FORMULA GRANTS TO STATES AND LOCAL GOVERNMENTS THAT ARE USED TO FUND ACTIVITIES INCLUDING BUILDING, BUYING, AND/OR REHABILITATING AFFORDABLE HOUSING FOR RENT OR HOMEOWNERSHIP OR PROVIDING DIRECT RENTAL ASSISTANCE TO LOW-INCOME PEOPLE. THE HOME PROGRAM WAS ESTABLISHED IN 1990 THROUGH TITLE II OF THE CRANSTON-GONZALEZ NATIONAL AFFORDABLE HOUSING ACT (NAHA). SINCE ITS INCEPTION, THE HOME PROGRAM HAS DISTRIBUTED MORE THAN $41BILLION TO CREATE OVER 1,388,000 UNITS OF AFFORDABLE HOUSING AND PROVIDE TENANT BASED RENTAL ASSISTANCE TO MORE THAN 422,000 HOUSEHOLDS THROUGHOUT THE NATION. HOME FUNDS ARE APPROPRIATED ANNUALLY TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD), WHICH IN TURN DISTRIBUTES THE FUNDS TO STATES AND LOCAL GOVERNMENTS THAT QUALIFY AS PARTICIPATING JURISDICTIONS. FORTY PERCENT OF HOME FUNDS ARE ALLOCATED TO STATES AND 60 PERCENT ARE ALLOCATED TO LOCALITIES. CURRENT HOME AWARDS AND ALLOCATIONS ARE INCLUDED IN THIS LIST OF HUD COMMUNITY PLANNING AND DEVELOPMENT (CPD) AWARDS AND ALLOCATIONS LOCATED AT HTTPS://WWW.HUDEXCHANGE.INFO/GRANTEES/ALLOCATIONS-AWARDS/; ACTIVITIES TO BE PERFORMED: HOME FUNDS ARE USED TO FINANCE A WIDE VARIETY OF AFFORDABLE HOUSING ACTIVITIES INCLUDING REHABILITATION OF OWNER-OCCUPIED HOUSING; ASSISTANCE TO HOMEBUYERS; ACQUISITION, REHABILITATION, OR CONSTRUCTION OF RENTAL HOUSING; AND TENANT-BASED RENTAL ASSISTANCE. PROJECTS THAT USE HOME FUNDING MUST MEET CERTAIN INCOME TARGETING AND AFFORDABILITY REQUIREMENTS. HOME ASSISTED HOUSING MUST ALSO MEET CERTAIN DEFINITIONS OF AFFORDABILITY AND MUST CONTINUE TO REMAIN AFFORDABLE TO LOW-INCOME HOUSEHOLDS FOR 5, 10, 15, OR 20 YEARS DEPENDING ON THE TYPE OF ACTIVITY FOR WHICH FUNDS ARE USED AND THE AMOUNT OF HOME FUNDING CONTRIBUTED TO THE PROJECT. PARTICIPATING JURISDICTIONS (PJS) CAN UNDERTAKE HOME PROJECTS DIRECTLY OR PROVIDE HOME FUNDS TO DEVELOPERS OR OWNERS OF AFFORDABLE HOUSING OR OTHER PARTNERS. HOME FUNDS ARE TYPICALLY PROVIDED AS GRANTS, VARIOUS TYPES OF LOANS, LOAN GUARANTEES TO LENDING ORGANIZATIONS, INTEREST RATE SUBSIDIES, OR EQUITY INVESTMENTS.; EXPECTED OUTCOMES: BASED ON THE PRIORITIES IDENTIFIED IN A FIVE-YEAR CONSOLIDATED PLAN AND ANNUAL ACTION PLAN SUBMITTED TO HUD, PARTICIPATING JURISDICTIONS USE HOME FUNDS TO ACQUIRE OWNER OR RENTER OCCUPIED HOUSING IN STANDARD CONDITION TO BE OCCUPIED BY LOW-INCOME HOUSEHOLDS; NEWLY CONSTRUCT OR REHABILITATE AFFORDABLE RENTAL OR OWNER-OCCUPIED HOUSING, PROVIDE HOMEOWNERSHIP ASSISTANCE TO LOW-INCOME HOMEBUYERS, AND/OR PROVIDE TENANT BASED RENTAL ASSISTANCE TO LOW-INCOME HOUSEHOLDS. ADDITIONALLY, A PARTICIPATING JURISDICTION MAY USE UP TO 10 PERCENT OF ITS HOME ALLOCATION FOR PROGRAM ADMINISTRATION. THE QUANTIFIABLE RESULTS OF THIS PROGRAM CHANGE ON A CONSTANT BASIS. HOWEVER, THEY CAN BE TRACKED VIA THE HOME NATIONAL PRODUCTION REPORT. THIS MONTHLY CUMULATIVE SUMMARY REPORT OF HOME DATA BY FEDERAL FISCAL YEAR (FY) INCLUDES: ALLOCATIONS, COMMITMENTS, DISBURSEMENTS, LEVERAGING RATIOS, LOW-INCOME BENEFIT, COMMITTED FUNDS BY ACTIVITY TYPE, AND HOME COST PER UNIT BY TENURE AND ACTIVITY TYPE. COMMUNITY DEVELOPMENT BLOCK GRANTS/ENTITLEMENT GRANTS
PURPOSE: THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM PROVIDES ANNUAL GRANTS ON A FORMULA BASIS TO STATES, CITIES, AND COUNTIES TO DEVELOP VIABLE URBAN COMMUNITIES BY PROVIDING DECENT HOUSING AND A SUITABLE LIVING ENVIRONMENT, AND BY EXPANDING ECONOMIC OPPORTUNITIES, PRINCIPALLY FOR LOW- AND MODERATE-INCOME PERSONS. THE PROGRAM IS AUTHORIZED UNDER TITLE 1 OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, PUBLIC LAW 93-383, AS AMENDED 42 U.S.C. 5301 ET SEQ. THE CDBG PROGRAM COVERS FOUR DISTINCT PROGRAMS, EACH WITH THEIR OWN SET OF GOVERNING REGULATIONS: CDBG ENTITLEMENT, CDBG NON-ENTITLED COUNTIES IN HAWAII, CDBG INSULAR AREAS, AND STATE CDBG. IN THE CDBG ENTITLEMENT PROGRAM, HUD AWARDS GRANTS TO ENTITLEMENT COMMUNITY GRANTEES TO CARRY OUT A WIDE RANGE OF COMMUNITY DEVELOPMENT ACTIVITIES. ENTITLEMENT COMMUNITIES DEVELOP THEIR OWN PROGRAMS AND FUNDING PRIORITIES. IN THE CDBG NON-ENTITLED COUNTIES IN HAWAII PROGRAM, THREE COUNTIES QUALIFY: HAWAII, KAUAI, AND MAUI. THE FY 2004 APPROPRIATIONS ACT REQUIRED THE GOVERNOR OF HAWAII TO DECIDE IF THE STATE WISHED TO PARTICIPATE IN THE STATE CDBG PROGRAM BY JULY 31, 2004. THE STATE MADE THE DECISION NOT TO PARTICIPATE IN THE PROGRAM. AS A RESULT OF THIS DECISION HUD'S HONOLULU FIELD OFFICE ADMINISTERS THE NON-ENTITLED GRANTS IN HAWAII. FUNDS ARE ALLOCATED USING A FORMULA BASED ON POPULATION, POVERTY, AND HOUSING OVERCROWDING, WITH THE POVERTY FACTOR CARRYING A DOUBLE WEIGHT. FOR THE CDBG INSULAR AREAS PROGRAM, HUD ANNUALLY ALLOCATES CDBG GRANTS TO FOUR DESIGNATED AREAS: AMERICAN SAMOA; GUAM; NORTHERN MARIANA ISLANDS; AND THE U.S. VIRGIN ISLANDS. THE FUNDS ARE ALLOCATED IN PROPORTION TO THE POPULATIONS OF THE ELIGIBLE TERRITORIES. THE PROGRAM IS ADMINISTERED BY HUD'S FIELD OFFICES IN PUERTO RICO AND HAWAII. UNDER THE STATE CDBG PROGRAM, STATES PASS THROUGH CDBG GRANTS TO UNITS OF GENERAL LOCAL GOVERNMENT. ANNUALLY, EACH STATE DEVELOPS FUNDING PRIORITIES AND CRITERIA FOR SELECTING PROJECTS. SINCE STATES ARE IN THE BEST POSITION TO KNOW, AND TO RESPOND TO, THE NEEDS OF LOCAL GOVERNMENTS, CONGRESS AMENDED THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 (HCD ACT) IN 1981 TO GIVE EACH STATE THE OPPORTUNITY TO ADMINISTER CDBG FUNDS FOR NON-ENTITLEMENT AREAS. NON-ENTITLEMENT AREAS INCLUDE THOSE UNITS OF GENERAL LOCAL GOVERNMENT WHICH DO NOT RECEIVE CDBG FUNDS DIRECTLY FROM HUD. EACH ACTIVITY MUST MEET ONE OF THE FOLLOWING NATIONAL OBJECTIVES FOR THE PROGRAM: BENEFIT LOW- AND MODERATE-INCOME PERSONS, PREVENTION OR ELIMINATION OF SLUMS OR BLIGHT, OR ADDRESS COMMUNITY DEVELOPMENT NEEDS HAVING A PARTICULAR URGENCY BECAUSE EXISTING CONDITIONS POSE A SERIOUS AND IMMEDIATE THREAT TO THE HEALTH OR WELFARE OF THE COMMUNITY FOR WHICH OTHER FUNDING IS NOT AVAILABLE. GENERALLY, THE FOLLOWING TYPES OF ACTIVITIES ARE INELIGIBLE: ACQUISITION, CONSTRUCTION, OR RECONSTRUCTION OF BUILDINGS FOR THE GENERAL CONDUCT OF GOVERNMENT; POLITICAL ACTIVITIES; CERTAIN INCOME PAYMENTS; CONSTRUCTION OF NEW HOUSING (WITH SOME EXCEPTIONS). UNDER THE STATE CDBG PROGRAM, STATES MAY USE $100,000 PLUS UP TO A MAXIMUM OF THREE PERCENT OF ITS CDBG ALLOCATION. AMOUNTS EXPENDED ON ADMINISTRATION IN EXCESS OF $100,000 MUST BE MATCHED. STATES MAY EXPEND UP TO THREE PERCENT OF THEIR CDBG ALLOCATION ON TECHNICAL ASSISTANCE ACTIVITIES. HOWEVER, THE TOTAL A STATE SPENDS ON BOTH ADMINISTRATIVE AND TECHNICAL ASSISTANCE EXPENSES MAY NOT EXCEED $100,000 PLUS THREE PERCENT OF THE STATE'S ALLOCATION. CPD HAS DEVELOPED PROFILES THAT DISPLAY GRANTEE-REPORTED ACCOMPLISHMENTS FOR SELECTED HOUSING, ECONOMIC DEVELOPMENT, PUBLIC IMPROVEMENT, AND PUBLIC SERVICE ACTIVITIES. PROFILES FOR GRANTEES WILL VARY, AS GRANTEES HAVE FLEXIBILITY IN DETERMINING THE HOUSING, ECONOMIC, AND COMMUNITY DEVELOPMENT ACTIVITIES THEY CARRY OUT WITH CDBG FUNDS. THE BUREAU OF JUSTICE ASSISTANCE (BJA) FY20 ADULT DRUG COURT (ADC) AND VETERANS TREATMENT COURT (VTC) DISCRETIONARY GRANT PROGRAM PROVIDES FINANCIAL AND TECHNICAL ASSISTANCE TO STATES, STATE COURTS, LOCAL COURTS, UNITS OF LOCAL GOVERNMENT, AND FEDERALLY RECOGNIZED INDIAN TRIBAL GOVERNMENTS TO IMPLEMENT AND ENHANCE THE OPERATIONS OF ADULT DRUG COURTS AND VETERANS TREATMENT COURTS. BJAS ADC/VTC PROGRAM SUPPORTS EFFORTS BY STATE, LOCAL, AND TRIBAL COURTS TO ADDRESS THE NEEDS OF INDIVIDUALS IN THE CRIMINAL JUSTICE SYSTEM WITH SUBSTANCE ABUSE ISSUES. THE FOCUS IS TO REDUCE OPIOID, STIMULANT, AND SUBSTANCE ABUSE. BJA ALLOWS AWARD RECIPIENTS TO IMPLEMENT OR ENHANCE THE MOST APPROPRIATE DRUG COURT MODEL TO ACCOMMODATE THE NEEDS AND AVAILABLE RESOURCES OF THEIR JURISDICTIONS, SO LONG AS THE MODEL CONFORMS TO THE 10 KEY COMPONENTS AND THE EVIDENCE-BASED PROGRAM PRINCIPLES IN THE NATIONALLY-RECOGNIZED DRUG COURT STANDARDS. THE GRANT RECIPIENT HAS AN OPERATIONAL ADULT DRUG COURT OR IS READY TO FULLY IMPLEMENT A DRUG COURT. FUNDING WILL BE USED TO LAUNCH A DRUG COURT; SCALE UP THE DRUG COURT PROGRAMS CAPACITY; PROVIDE ACCESS TO OR ENHANCE TREATMENT CAPACITY OR OTHER CRITICAL SUPPORT SERVICES; ENHANCE COURT OPERATIONS; EXPAND OR ENHANCE COURT SERVICES; OR IMPROVE THE QUALITY AND/OR INTENSITY OF SERVICES BASED ON NEEDS ASSESSMENTS.
