APPLICATION PURPOSE: THE GEORGIA STATE UNIVERSITY VEHICLE REPLACEMENT - ELECTRIC BUS CHARGING EQUIPMENT PROGRAM WILL REPLACE 20 DIESEL SET TO BE RETIRED WITH 18 NEW ZERO-EMISSION BATTERY ELECTRIC COMMUTER BUSES. TO SUPPORT THE NEW ELECTRIC BUSES THIS PROJECT ALSO INCLUDES THE ACQUISITION OF RELOCATABLE CHARGING EQUIPMENT THAT CAN BE RELOCATED BASED ON NEED. THE ATLANTA-REGION TRANSIT LINK AUTHORITY (ATL) IS THE DIRECT RECIPIENT OF FUNDS FOR THIS PROGRAM AND WILL ENTER IN TO A DIRECT RECIPIENT/SUB RECIPIENT AGREEMENT WITH GEORGIA STATE UNIVERSITY (GSU).; ACTIVITIES PERFORMED: GSU WAS AWARDED $22286745 IN FEDERAL FUNDING FOR THE PROJECT THROUGH THE F2023 SECTION 5339(C) LOW NO PROGRAM (AWARD ID D2023-LWNO-021). THE PROJECT IS REFLECTED IN THE ATLANTA UZAS PROGRAM OF PROJECTS LAST UPDATED DECEMBER 2023. FUNDS WILL BE USED TO PURCHASE BUSES BATTERY WARRANTIES BUS DIAGNOSTIC TOOLS BUY AMERICA AUDITS QA INSPECTIONS WORKFORCE TRAINING AND PROJECT MANAGEMENT/TECHNICAL ASSISTANCE FROM CONSULTANTS. FOR CHARGING EQUIPMENT FEDERAL FUNDS WILL ALSO BE USED TO PURCHASE AND INSTALL RELOCATABLE CHARGERS DISPENSERS AND CHARGE MANAGEMENT SOFTWARE.IN ITS APPLICATION GSU NAMED THE FOLLOWING PARTNERS:ELDORADO NATIONAL: PROVISION OF BUY AMERICA COMPLIANT BUSES WITH BATTERIES INSTALLED.CENTER FOR TRANSPORTATION THE ENVIRONMENT: TECHNICAL ASSISTANCE WITH PROGRAM DEPLOYMENT.HELIOX ATLANTA: PROVISION OF RELOCATABLE CHARGING EQUIPMENT.GEORGIA POWER: CHARGING EQUIPMENT INSTALLATION ASSISTANCE.TECHNICAL COLLEGE SYSTEM OF GEORGIA: WORKFORCE ASSISTANCE.CAREERRISE: WORKFORCE ASSISTANCE; EXPECTED OUTCOMES: OLD DIESEL BUSES WILL BE REPLACED WITH BATTERY ELECTRIC BUSES NEW BUSES WILL HAVE LESS MAINTENANCE DOWNTIME COMPARED TO THE AGING DIESEL FLEET ELECTRIC BUSES WILL NOT GENERATE CARBON EMISSIONS IN THE SERVICED COMMUNITIES.; INTENDED BENEFICIARIES: THE TRANSITION WILL IMPROVE RIDER EXPERIENCE AND THE COMMUNITIES IN WHICH THE BUSES OPERATE IN BY SUBSTANTIALLY REDUCING HARMFUL EMISSIONS AND NOISE POLLUTION.; SUBRECIPIENT ACTIVITIES: GSU WILL OPERATE AND MAINTAIN ALL ACQUIRED ELECTRIC BUSES AND PORTABLE CHARGING EQUIPMENT.

THE ATLANTA CONGESTION REDUCTION DEMONSTRATION (CRD) PROJECT CREATED GEORGIAS FIRST EXPRESS LANES IN THE I-85 NORTH CORRIDOR IN 2011 AND TRANSIT HAS PLAYED A KEY ROLE IN MAXIMIZING THE EFFICIENCY AND UTILIZATION OF THOSE LANES. FOR EXAMPLE A GEORGIA TECH STUDY FOUND THAT ALTHOUGH EXPRESS BUSES CONSTITUTE ONLY 1.2% OF THE VEHICLES THEY CARRY 26% OF THE PEOPLE USING THE I-85 EXPRESS LANES DURING THE PEAK COMMUTING HOURS.IN 2014 SUBSEQUENT CRD PROJECTS WERE PLACED ON HOLD FOLLOWING THE DEFEAT OF THE REGIONAL T-SPLOST REFERENDUM IN METRO ATLANTA AND REMAINED ON HOLD PENDING THE COMPLETION OF A COMPREHENSIVE OPERATIONS ANALYSIS (COA) OF THE XPRESS COMMUTER SERVICE. BASED ON THE RECOMMENDATIONS CONTAINED IN THE COA GRTA HAS BEGUN COORDINATING TRANSIT SERVICE WITH THE STATE ROAD AND TOLLWAY AUTHORITY (SRTA) AND THE NEW EXPRESS LANE PROJECTS. AMENDMENT #1:THE AMENDMENT REQUESTS TO TRANSFER $2000000 IN FEDERAL FUNDS FROM THE 11.13.07 - BUY COMMUTER BUS FOR EXPANSION ALI TO THE 11.33.04 - CONSTRUCT BUS PARK AND RIDE LOT ALI WHICH IS A NEW ALI AND SCOPE FOR THE GRANT.THIS GRANT APPLICATION REQUESTS TO USE FEDERAL HIGHWAY ADMINISTRATION (FHWA) 5307 URBANIZED AREA FORMULA FLEX FUNDING APPORTIONED TO THE ATLANTA URBANIZED AREA AND SUB-ALLOCATED TO THE GEORGIA REGIONAL TRANSPORTATION AUTHORITY TO BE USED FOR CONSTRUCTION COSTS ASSOCIATED WITH THE SUGARLOAF PARK AND RIDE LOT. THE AMENDMENT ALSO REQUESTS TO UPDATE THE MATCHING FUNDS TO INCLUDE $500000 OF UP TO $3300000 OF A LOCAL IN-KIND CONTRIBUTION FOR THE SUGARLOAF PARK AND RIDE PROPERTY. THE APPRAISAL APPRAISAL REVIEW AND THE FTA CONCURRENCE WHICH SUPPORT THE VALUATION OF THE SUGARLOAF PARK AND RIDE PROPERTY ARE ATTACHED.ORIGINAL BUDGET: THIS GRANT APPLICATION REQUESTS $2000000 FISCAL YEAR 2017 FEDERAL HIGHWAY ADMINISTRATION CMAQ FUNDS APPORTIONED TO THE ATLANTA URBANIZED AREA TRANSFERRED TO THE FEDERAL TRANSIT ADMINISTRATION AND ALLOCATED TO GEORGIA REGIONAL TRANSPORTATION AUTHORITY FOR THE FOLLOWING CAPITAL ASSISTANCE PROJECTS. MATCHING FUNDS WILL COME FROM STATE APPROPRIATIONS FROM THE STATE OF GEORGIA. THE NEW BUSES PURCHASED WITH FUNDS FROM THIS GRANT WILL BE SUBJECT TO THE AMERICANS WITH DISABILITIES ACT (ADA) REQUIREMENTS.THIS GRANT APPLICATION WILL PROVIDE FUNDING FOR THE XPRESS BUS PURCHASE FOR EXPANDED SERVICE IN THE MANAGED LANES. SPECIFICALLY THIS GRANT WILL PURCHASE UP TO FOUR 45 OVER THE ROAD COMMUTER COACHES THAT WILL ALLOW XPRESS TO PROVIDE EXPANDED COMMUTER BUS SERVICE IN THE MANAGED LANES CORRIDORS. THE NEW COACHES WILL HAVE A USEFUL LIFE OF 12 YEARS OR 500000 MILES WHICHEVER METRIC IS MET FIRST. GRTAS AWARD LETTER IS ATTACHED TO THIS APPLICATION. THE PROJECT IS LISTED AS INDICATED UNDER ARC FY2016-2021 TIP AMENDMENT #2. ARC FY2016-2021 TIP AMENDMENT #2 DOCUMENTATION HAS BEEN ATTACHED TO THIS APPLICATION. THE OVERALL AWARD START DATE IS THE DATE OF AWARD AND THE AWARD END DATE IS SEPTEMBER 30 2019. THE GRANT DOES NOT REQUEST FUNDS FOR THE USE OF RESEARCH AND DEVELOPMENT.
